Okay, so not as much sensitive content as the last one. 

I fleshed out their personalities a bit more, but I think I'll still need to work on it a bit. Chia is supposed to be a juxtaposition-- she's cute and sweet and sociable but she's also very cold and calculating, but she still has a sense of morality, even if it's calculating as fuck.

Like, she knows that it was a child screaming up there in the previous chapter, and that it was a place a child should never be, and yet she did nothing, even going as far as preventing Lo from doing something. The reasons for this are explained later through another character, but basically the way Chia sees it, some people are going to fall through the cracks and get hurt, but stopping it would cause a worse problem. Confusing, I know, but it will be explained later. 

Lo a is more salt-of-the-earth kind of gal. She figures out what needs to be done and does it. She seems strict and cold, but she *gets* people. She understands how they work and can figure out what makes them tick, and where that is likely to go. I haven't shown much of her savvy yet and that makes me really sad because I want to show that part of her. 

Lo also starts out following rules very strictly-- she is very passionate about certain values she's been taught all of her life. She equates the law with morality. She's struggling now that society's morals and her morals don't match up after all. She either has to change her morals to fit those of the state, or she has to keep her morals and be a deviant. 

I think I am struggling though because I'm a bit indecisive? I mean, I want to make Chia cold but she doesn't want to be cold. Lo is stern and seems made of stone but she also has a maternal instinct and is very passionate about her beliefs, and it shows through her actions.
